[Safety] Fire extinguishers

Currently in the space there are two fire extinguishers that are up to
date. Noisebridge should spend money recharging them to make sure they work
(and buy new ones). I've added a consensus item. I'll collect an inventory
on what we have.

Anybody have other suggestions?

Also, every month we should turn the extinguishers upside down and tap the
bottoms with a rubber mallet to keep the power from settling and
compacting. I'll come up with a checklist and put it somewhere.
