[Space] The APRS config

So we currently have the APRS set up to transmit my call sign.  It's a legal
requirement that I am involved if it's powered on and running.  It's cool if
someone else with a license wants to run it, but it'll be necessary to
reprogram it with their call sign while they're running it.  I'm not quite
sure how to do this as Mikolaj was the one who originally set it up, but it
doesn't sound too difficult.
