[Space] test filling the test balloon

I think nitrogen might be better for the balloon due to it's inertness and
it shouldn't be significantly different from CO2 in price, but I may be
wrong.  Praxair, I've heard, is a bit cheaper than airgas.  I vaguely recall
hearing about the FLG discount that could be had, too.  I can look into
that.
