Note that that part only applies if the payload weighs more than 6 lb, or more than 4 and has a weight/size ratio of more than 3oz/in^2 on its smallest surface (and a few other rules)

If the payload is below those criteria (and the other rules are met), then none of Part 101 (including Subpart D) applies.
