[Space] Radar chaff

This is for my own record as much as anyone else's benefit.

If we want to have a highly radar-reflective tail/lead, I'd recommend having
strips attached that are between 2.034 and 2.185 inches long, to reflect
frequencies from 2700 to 2900 MHz.

I'm thinking having lots of little squares might be nice.  I can pick up
some aluminum flashing next time I'm at the hardware store.  One of the
concerns I have is that these might be sharp. Maybe a little plastic or
rubberizing...
