No the SCOBY was at the ground. In both pots. I read that isn't a problem.

Did you lift the SCOBY for that photo?

  I bet it is coagulating tea sediment that is brought to the surface
with CO2.  I believe gunpowder tea has sediment and dust from the bits
of leaf that get broken in the rolling/prep processing.
