So, that means we need to raise another ~$200 to pay the March invoice that
will be due shortly.  From <http://noisetor.net/finances/>:

    * There are $597.18 earmarked NoiseTor funds
    * Colo service has been paid through Mar 7, 2013
    * An additional $189.82 needs to be raised to pay for another month of service
