[tor] Running middle relay @ Noisebridge

Hey Noisetor,

The neat folks @ Monkeybrains recently provided 2169 Mission St w/ a
Gigabit connection. Given we have a bunch of bandwidth surplus to
requirements I'd like to run a non-exit tor relay on Pegasus, the server
racked in the space.

While they're in different ASs would folks be ok if this middle node was
listed as a member of the noisetor family?

The node isn't running yet, so no rush on input.
