[tor] tor version upgrade

just a heads up that I upgraded noisetor's tor version to 0.2.8.9 as it
appears the 0.2.7.x branch that we'd been running was quite old and no
longer considered stable.

Also while I was at it I've enabled unattended upgrades, which
apparently I'd neglected to do before.

Related: Does anyone know if the tor project has a published lifecycle
schedule for the existing versions?
