[tor] Expanding our capacity in Quadranet

Just to keep everyone in the loop. I got back to our Quadranet contact
about expanding by one server into their Miami facility. I'll report
back on any new progress to this thread.

+1 to taking the opportunity to manufacture some publicity. I suspect
that we could easily break $1,500 in monthly recurring donations to this
if we make some noise about it.
