[tor] Noisetor gathering: Thursday, March 23rd 7pm @ Sycamore

Reminder of this gathering on Thursday.

I'm hoping that this will prove beneficial and that we might make these
a more regular occurrence in the future. I'm definitely hoping to have
at least two to accommodate people traveling to the tor dev meeting this
week.
