[tor] exit-03 lives!

Hey folks,

Just a heads up that our new relay in Miami is now provisioned and
configured.

You can find a list of our current exit nodes here:

NB: the above link might not work immediately as onionoo (the service
which provides metrics information about relays) is currently under
considerable load. To help with this problem I'm going to deploy a
public mirror of onionoo + atlas tonight under
{onionoo,atlas}.noisetor.net and provide them to the wider tor community.

Outstanding TODOs:
 * Import the existing exit-01 keys into the ansible playbook such that
the MyFamily setting for each relay is properly configured. Currently
exit-01 and exit-03 don't list each other's relays as family members
 * Establish some basic monitoring such that we can be alerted to any
downtime and also to upcoming certificate expiration as the exit-03
relay is currently configured to use 180-day certificates instead of
having the master keypair reside on the host.
 * Establish key material backups and secure sharing mechanism between
operators.

The playbook that's used to deploy the exit-03 host is on Github here:
https://github.com/patrickod/noisetor.ansible. Note that the key
material is *not* versioned. I also need SSH keys from operators to
deploy to the host.

Once the above TODOs (particularly the MyFamily) one are taken care of I
think we should consider potentially starting a mini fundraising drive
with news of our new relay.
