[Noisebridge-board] fiscal sponsorship

I've been reading a lot about this lately, and there are some guides on how
to be a good/responsible fiscal sponsor as well as what is possible for
organizations looking for sponsorship.  It does mean someone has to do
significant extra work.   I've been wondering whether this is something the
Bay Area Consortium of Hackerspaces might consider taking on. ie, they
could incorporate in order to become a local incubator/fiscal sponsor for
other hackerspaces.
