[Noisebridge-board] fiscal sponsorship

I don't think that becoming a fiscal sponsor for other organizations is
something that Noisebridge would be appropriate for.  It seems to
require a significant amount of bookkeeping, verifying that stuff
happens on time, getting things done on a particular schedule, and
providing credible evidence to skeptical government organizations that
all the above is true.  It would appear to require several paid
employees.

None of those are things Noisebridge has shown special skill at.
