I strongly encourage this proposal.  So long as Shannon is willing to
accept the responsibility, I think it will significantly streamline
the entire process, and reduce bickering.
It would also be rather unfortunate to wait for general approval to
start work, and ending up postponing a move.

I suggest that we put this as an item on the agenda for tomorrow's
meeting so that we can have consensus on it next week -- assuming
Shannon agrees.  If not, we should find someone else who is involved
with the build process and is willing to take on this responsibility.
