[Build] flourescent lights

   there are fluorescent lights scattered around 
here and there. 
   in the event i don't get a round toit and 
someone else agrees, i propose to move all 
fluorescent lights to the "electrical/computer 
room" along with one working fixture that we use 
to test each light, and that we jerry-rig the 
fixture so it works and that we test each light 
and carefully discard the lights that don't light. 
   lights currently are in the rear stairs to the 
second floor, next to the "electrical/computer 
room", and perched on some pipes on the stairs 
coming up from the street. 

   the fluorescent fixture and spare light on the 
stairs coming up from the street likely belong to 
the landlord, but they look scarey to me: 
there'll be a lot of foot traffic up the stairs, 
and if either the spare bulb or the fixture falls 
and shatters while someone's nearby, the 
consequences might be bad. better to remove the 
existing fixture (and spare bulb) and replace it 
with something safer, at least less flimsily 
installed, and that presents an easier bulb 
replacement problem (replacing four-foot bulbs 
is more clumsy than replacing screw-in bulbs).
