[Build] lights in the front stairwell

   there seem to be two lights in the stairwell 
from the street to the third floor door: one is 
the fluorescent lamp and the other is a screw-in 
fixture near the ceiling. 
   i propose replacing the fluorescent lamp and 
figure out how we can easily and safely replace 
the lamp in the fixture near the ceiling (and 
that we should verify that the ceiling fixture 
actually works).
