[Build] electrical team plan

I believe jim said the majority of our non-labor costs will be in 
conduit and boxes and outlets (the hardware) that we can't salvage, and 
we'll have no idea what's needed till there's a final floor plan with 
outlets marked and whatnot.

So I suspect it's unknowable till then, but on the positive side, we 
have a lot of labor we can put in now without spending a dime.
