[Build] Lock costs

I've been out of the loop, so I apologize for any redundancy.  I just assumed there would be a group of people (of those who are into it) coming up with a budget for the build, and then we'd ask for a consensus at a Tuesday meeting.  Should be a rubber stamp, no?
