[Build] painting! (general)

Jim, why paint the ceiling?  The paint there looks to be in much better
shape than on the walls, so I figured to skip it.  What did I miss?

Regarding the skylights, I'd also like to skip those at least
temporarily until we determine whether they heat the place up too much
or not; they do let in a bunch of good light which will keep our
electric bill down.  They're still mostly painted over from the last
people anyway, although some scraping has been done.
