[Build] HVAC FAQ

I answered the why with the FAQ, but I can say it again.

Air from the windows is not filtered.

The wind isn't always moving the way we want, or as much as we want for a 
given number of people in the space.

The HVAC part of the build is to provide air quality.  This requires more 
than just venting of some areas.
