[Build] Status update on the trash can situation

can we just get an upgraed 64 sized black can (we currently have a 32)?  In
the long run, I believe that should be enough..

in the meantime -- I'll make another wastoid run to the tunnel road transfer
station with the 2 bags on the street, the elevator waste, and the green
overflowing bin of overflowingness +1
