Ballpark rules for sub-panels: gotta be accessible,
tight-assed inspectors measure to ensure that there
is a full 36 inches in front of the panel to allow people
work in it comfortably and safely.
That particular sub-panel, I believe, has breakers
for the no-longer-useful set of double-duplex boxes
and for Susan, the rack, and I believe for some lights
in the ceiling fairly nearby.
It's got room for a few more breakers.
The existing double duplex boxes can probably be
removed (their badly fixed to the wall) and moved to
other, more useful, places in the space.
