I'm bringing my German DECT phone (which I bought many years ago). I register mine for every event as:

Just like the wifi, GSM cell service will be in the area but most likely over saturated and completely useless.

What is DECT? They're a standard for cordless home phones. They're also cheap, like €20 at a Mediamart. Check the link above for a list of ones that are compatible with the network.
What is GSM? It's a type of cell network. If you've got a chepo old unlocked phone, you can go to the phone village at Camp and buy a SIM card for cheap, throw it into your cell phone, and use their network for voice and SMS within camp.
