[Noisebridge-congress] The great what thing should we use to chat during Congress thread

FWIW there was a Signal group at 31c3 that folks were using, and it
worked alright. Signal can have intermittent message delivery issues
which are a pain.

while it'd be nice to have an alternative other than hangouts it was
very useful to have everyone in a single group conversation, especially
with location sharing.

there doesn't seem to be a viable alternative at the moment other than
maybe a Signal group and/or *maybe* a proper XMPP setup with the
extensions required to give us what we need (message replay on connection)

I'd be willing to try the XMPP route with people beforehand, and if all
fails we can use Hangouts like we did last year. If someone has XMPP
experience and wants to collaborate hit me up.
