Two issues:

1. Most things on the hack shelf weren't donated for a tax deduction
receipt.

2. There's a distinction between "I used this donation to build a
project" and "I took this donation home and now I have a new cellphone
(laptop battery, printer, ...), hooray!"

We haven't had, up 'til now, a case where we needed to come up with a
solution for this problem -- where we had a donor requesting a receipt,
and a donation which is most useable as personal property.
