[Cyborg] lasers stuck in customs

This is pretty common, around 10% of shipments (in my completely
nonscientific sample of people ordering electronics from Taiwan / China)
sit in customs for anything from 12 hours to 12 days.  I've never heard
firsthand of a shipment being turned back, but apparently it does happen
sometimes.

Them's the breaks.  I'm bummed of course, but *shrug* not a whole lot we
can do about it.
