It enhances existing networks, instead of disrupting them like TMS. I'd be
more into that than TMS, and the device sounds simple to make.  It's very
general and not particularly localized though. Not many studies so far, and
its simplicity makes it sound dodgy. Sometimes the best ideas are the
simplest though, so eh.

Also, they can apparently use pulsed ultrasound for noninvasive localized
brain stimulation(from another another list).
