[Noisebridge-discuss] Membership process implementation

the first (parenthetical) sentence asks not to 
edit the page as it's the result of concensus 
decision. sounds right to me. how about suggesting 
people use the discussion (talk) page to record 
ideas (i'm so suggesting)?
