Here is my current thinking on this subject:
1. we don't have a consensus on what our network wiring needs are (or if
we do, we don't know it yet)
2. we do have the expertise in-house to both a) evaluate and b) run new
wiring
3. we need to sign the lease tomorrow
4. even if we could get 2.a) done tomorrow, which is looking difficult,
we probably can't determine for sure about 1.
THEREFORE I propose this instead.
We negotiate the following with the landlord, as an addendum to the lease:
(Ideal version) We undertake at our own expense to do the wiring
evaluation, and if the wiring is not up to X standard, we have the
option to replace it and deduct from the rent, a reasonable cost Y.
(fallback to) We will do this evaluation within the first month,
otherwise we forfeit the right to deduct from the rent.
(absolute minimum) We will do this evaluation at any time and bear any
costs of replacement ourselves, but we must be permitted to do the work.

Needs to be written up a bit better of course (I'll work on this) and we
should define standard X and cost Y. My thinking for cost Y is that we
should set an hourly rate and a top number of hours based on what a
skilled technician doing the work would charge.
Neha, David, anyone, can you suggest wording for standard X, and a usual
rate & hourly range for a skilled technician doing the work?

I don't feel the need to negotiate too hard for the Ideal or even the
fallback version since I can't imagine the cost of new cabling will be
high enough to be worth souring our relationship with the landlord over.
But I do feel strongly about the option to do the work if we decide
it's necessary.
Since we're a bit time-crunched on this, I'm gonna call SILENCE=ASSENT.
No need to respond unless you have improvements to make.
