Assuming that you have a geodesic dome, then you don't need the a
scissors lift.  You build a tripod crane out of nine segments of  
strong 10'
metal conduit,  (3 sets of progressively smaller diameter tubings),
a few bolts, and a simple block and tackle.  It should cost less than
$100 from home depot.

You set up the crane in the center of the structure.  You build the top
layer of the dome directly under the crane.  You attach the block &  
tackle
directly to the center point.  (We put an eye bolt in as the center bolt
when we built mine in 2001.)

You then lift up the center just enough build the next layer.  Then you
lift that up, tie off the rope somewhere, and build the next layer.   
Rinse,
lather, and repeat until you have a full dome.

At that point you undo the rope attaching the dome to the crane.  Then
you toss the crane out through the top of the dome, or pull it out  
from on
top.  (Or you have a pull out bolt at the top, and a rope attached to  
that,
so that entire lift can be disassembled from the ground.)

It's important to notice that the upper leg isn't bolted onto the lower.
It's the overlap that gives them strength.  The bolt just keeps the  
upper
one from sliding down.
