At an absolute minimum we'd need

 - 1 functioning bathroom
 - 1500 sqft of reasonably clean space, separated from the work zone by
   (at minimum) plastic sheeting and/or temporary partition walls
 - functional building access (keys to all gates and doors)
 - functional electrical service

Given that, we could move from 83c into that space and continue buildout
in the "work zone".  This would suck, but would be vastly preferable to
attempting to complete a buildout while still primarily residing at 83c.

Once the "work zone" work is complete (enough), we could then move into
the new space and renovate the "landing pad".

Note that, for example, having to pass through the work zone to get to
the bathroom would be just fine (as long as it's safe, etc).
