hi everyone

i just returned from france and found a form letter from excel informing 
us that they deeply regret but will be unable to fund our proposal.

i will scan this letter and put it on the wiki later.

i plan to call eva and see if there is a way to appeal, or at least 
understand what points made them reject our proposal. i had received 
very positive verbal messages, and i'd like to understand how that 
changed into this result.

at the very least, i'd like to understand what changes we might make to 
a similar proposal in the future, whether to excel or some other 
organization, to increase our chances of success.

i'm very sorry to have to give you this news, and like you i'm very 
disappointed. i think we put together a mighty fine proposal, and i 
think our offering would have been extremely fun and beneficial for the 
kids. unfortunately they are the losers in this situation. (i don't mean 
to come across as bitter, i honestly believe this.)
