Is it though?

Humans can be allergic to cats, and this can affect their health / well
being.

Having a piece of electronics that could be operated in an illegal
manner doesn't seem like anything new.
Heck, laptops can break the DMCA pretty easily.

Legal problems? So far, the objections I believe I've heard have been legal
(liability/ITAR stuff), philosophical (no legal, equal access), and
resources (expensive electrial power, physical space).
