It's rare, but there are two reasons this might have happend.

1) Account flagged as fraudulent moved money to this account

Fraudsters tend to funnel money from multiple accounts to their own
account, so they freeze not only the source account but also the
destination.

2) Money laundering regulations

Generally, when you start claiming to be charities or non-profits, and
can't provide the paperwork, things get dicey.  I'm sure you can think
of some "charitable organizations", or entities pretending to be so,
that have been involved in some shady things in the last 9 years,
right?

Generally you can't tell a customer, hey, you've been flagged by
automated fraud systems as suspicious, and we need to investigate you
to make sure you aren't laundering money - it's illegal.

I see that in the end, they got their money, no harm done.

I've never heard of Paypal actually stealing someone's money - they
almost always put a temporary hold on withdrawing from the account
until whatever it is, is resolved.  It's usually just a matter of
"wait a few days", or "clear up whatever caused this confusion in the
first place", such as claiming non-profit status when you don't
actually have it yet, or whatever went on here.  People take this
automatic flagging way too personally.

BTW, it's also a good idea to withdraw money or transfer it to another
account occasionally.  You don't want all your eggs in one basket.
