What about mixing some glow powder (e.g.
http://www.unitednuclear.com/index.php?main_page=product_info&cPath=28_45&products_id=383)
in with oil?

It's very UV reactive, and I *think* you should be able to get it
mixed in with the oil well enough to work for your project. Not
certain though.
