It depends on what kind of propaganda.  I think Andy means the 26 CFR
sections I cited last week, not 26 CFR ยง504:

If the propaganda is trying to influence legislation, someone at
Noisebridge could (but probably shouldn't) distribute it.  Being
involved with a political campaign is right out, though, and there are
some not so obvious ways someone's actions could be interpreted that
way.

None of this has anything to do with making flyers, though.  Go for it.
