Does it? I thought this was just for a urinal, not a separate
room/partition with a urinal.

Most people won't pee in the "same space" as someone else.

So the only benefit from this perspective would be if it's faster to
pee in a urinal than in a toilet, and I'm very skeptical about whether
that's true.
