most of you.

Is this something hackers could do something about short of getting
these states to change their laws?

One thing to note is that both the Maryland & Massachusetts
prosecutions seem to be crucially about covert *audio* recording.
Perhaps a cheap, small, video-only sousveillance unit plus a happy
"ironic" button that says "this interaction may be monitored or
recorded for quality assurance"? I don't really know the tech here.

harassment charge; countercharged & convicted, illegal wiretap.
