just as a note, process shrinks don't always lead to lower power usage
as there is usually a change in 'leakage current' on the transistors
themselves.

tsmc (last i knew, nvidia's fab) probably has the kinks worked out of
their 40nm process by now, but they definitely had issues a little while
back. unless you're intel and can soak up the hit, you never want to be
the first in a new process :-)
