In some cases.  In California PG&E had (has?) a meter program for 
industrial energy users.  In the 90's my parents had something like 
this; cost per KW/H tripled noon to 6p weekdays, half the standard 
billing rate the rest of the time.  Some quick searching, "dynamic 
pricing" seems to be the catchphrase PG&E/CPUC is using.
