I'd wondered (abstractly) about buying power from neighbors who hadn't
used up all their cheap electricity.  I suppose it'd be easy, if
everyone pooled, and then you metered how much each used.  I wouldn't
be surprised if PG&E decided to cut off service to any group caught
doing this, but it's a logical capitalist response to a progressive
rate structure.  An extension cord, kill-a-watt meter, and informal
agreement would be much less prone to detection.
