[Noisebridge-discuss] common courtesy: logging into wiki / not editing user pages

FIY: This was discussed a couple of months ago, it was decided that it was
better to allow edits without a login to encourage improvement of the wiki.
(Eg. Quick changes)

(I don't know the current circumstances or what has transpired.)
