I've been happy with Dreamhost for the last 4 years or so.

Normally about $92/year,  this weekend they've got a sale on hosting... $9
for a whole year. Wow.

 

No root access but shells and FTP and web and such. And one-click installs
(and upgrades) of things like Wordpress, Mediawiki etc.

I use a tektonic.net virtual debian machine with root for $15/mo.  Doesn't
look like they have the "unmetered" plans anymore so be careful with network
usage (if you get slashdotted you could have quite a bill unless you put in
your own rate limits)

 

Having your own virtual machine, BTW, also means you can host as many
domains on it as you want, not just the one.

into it and run whatever you want.

I use slicehost, which is $20 a month but they're very reliable and
owned by Rackspace. http://www.slicehost.com/ .  I stay with slicehost
because I've used them for years.  If you google for "virtual root" you
will probably find some better deals.

If you get a virtual root server, I will setup apache, php, mysql, and
mediawiki wiki for you.  Should only take me about an hour to get it all
done.
