Drones are great until the batteries run out and it hits a cop, then
someone is up for attempted murder.

Any balloon/blimp solution big enough to loft a useful payload will be
uncontrollable in even a mild wind, cf USS Macon.

Another suggestion: camera throwies. Take a cheap cellphone cam, a
bluetooth or Zigbee, and a rare earth magnet, put them up on
streetlights or wherever  (protestor kids can climb much better than
cops). Cheap enough to make lots, disposable if necessary, points for
a mesh network. Won't give you full rate video but why do you need
that?
