There are roughly two approaches toward organizing human social
interactions: (1) you can try to codify a set of precise rules, and
then you get deal with people who like to play legalistic games, or
(2) you can try to hang loose and rely on people being reasonable, and
run the risk of drowning in cronyism and affinity biases.   That's
pretty much all anyone has, that and various hybrids between the two.

If you really want a precise set of rules defining who's in and who's
out, you can certainly push for that, and you might very well get it
eventually.  Are you sure you want it?
