The spectrum still requires a licence to use, but you can buy wifi
hardware that uses it. You just need a licence (I think being a ham is
good enough.)

eg, xagyl.com . They make 420MHz, 480MHz, 555MHz (no, not kidding),
630MHz, 750MHz, 900MHz 802.11 hardware.
