Typically, in consumer electronics (e.g. a DVD player or game console) PAL is a misnomer for 576i and NTSC is a misnomer for 480i. These are resolutions. Formally, I believe these acronyms refer to a lot more than resolutions. 

When a dashboard cam says it records 1080p but outputs PAL/NTSC I scratch my head. Sure it may output 576i over HDMI... but that seems like a weird thing to do. Especially given the change in aspect ratio. But they are making something dirt cheap, they might have to cut every possible corner.

 I wrote the seller and maybe they will clear this up for me.
