There is a toggle switch on the top of the intercom upstairs.  It is 
clearly labeled "DOORBELL ON/OFF SWITCH.  PLEASE LEAVE ON"

if you flip the switch to ON i predict the doorbell will work again.

Either that, or the buzzer doesn't work at all and is being compensated 
for by the gate being broken. I will have to test that hypothesis.
