How about something that caches a certain duration of video, and deletes it unless somebody presses the "something got stolen" button? That's sort of what happened to Steve Mann. His wearable's auto erase functionality was disabled due to some issues when he was assaulted:

(Apparently not the first time - he got hit by a car in a hit and run, and the car damaged his wearable when it knocked him over...)

Could also set up some sort of cryptographic system that only specific people could use to access the video, including automatic posting on the mailing list that video of a specific timeframe was going to be viewed. Extract images of the perpetrator, publish those, and destroy the video.
